Islington Borough Council has published a delegated report which recommends refusal of planning permission for the proposed redevelopment of the Archway Campus on Highgate Hill, citing significant concerns over affordable housing provision, heritage preservation, and sustainability. The application sought to transform the site into a mixed-use development featuring residential and student accommodation, commercial spaces, and landscaped public areas.
There are 14 main reasons highlighted for refusal, including the failure to meet the 50% affordable housing requirement and non-compliance with tenure split policies. The introduction of a tall building was also deemed inappropriate for the site, with concerns raised over its height and visual impact on the Holborn Union Infirmary Conservation Area. Additionally, the proposal fell short in addressing sustainability targets, biodiversity net gain, and inclusive design standards.
